A: PC machine serial DB9 head the level ± 12V, and negative logic, if you want to received the serial port of the microcontroller and other MCU need plus MAX232 like serial conversion circuit-level signals compatible with the MCU. USB to serial output 3.3V level signal can be directly connected to a 5V or 3.3V microcontroller. General communication need only TXD, RXD, GND can. Therefore, USB to serial port can be directly connected to the serial port on the MCU without the need to use the MAX232 such conversion circuit, more convenient touse.
